Terms of Reference

International Norms Regarding Domestic Vessels and Pilotage Certificates In light of the particular expertise of pilots in the use of advanced navigation technology and the need to examine specific technical issues to inform the deliberations of the Board of Directors, the Board decided at its 31 March 2010 Meeting to form a Technical Committee.

Composition
The Committee is comprised of four marine pilots, one from each of the four pilotage regions. They are appointed by the Board of Directors at the recommendation of the Regional Vice-presidents. Appointment to the Committee takes into account factors such as the candidate's competence, interest and availability. Committee members serve a term of two years and designate a Chair to act as the primary point of contact with the Board of Directors.

Operation
While the Committee operates and communicates primarily through web-based technologies, the Board of Directors ensures that it is provided with appropriate means to examine the questions referred to it by the Board. The Committee reports to the Board of Directors twice a year.

Members and Mandate: October 2010 - October 2012
The Committee is comprised of the following:

Pacific region: Capt. Kevin Vail, Chair
Great Lakes region: Capt. Andrew St. Germain
Laurentian region: Capt. Réal Caouette
Atlantic region: Capt. George Hilchie

The first mandate of the Committee is to review the e-Navigation User Demands matrix developed by the Canadian Coast Guard in the context of the implementation of its e-Navigation strategy and to formulate observations and recommendations, as appropriate. The Committee will report on this issue by October 20th, 2010, before the Fall Meeting of the Canadian Marine Advisory Council where the matrix will be presented by the Coast Guard.

Following completion of this initial work, the Committee will:

  1. Itemize the portable navigation equipment used by Canadian pilots in the course of their duties;
  2. Identify all components (electronic or not) used in conjunction with such equipment including: Bluetooth and Wi-Fi devices, Global positioning systems, Navigation software;
  3. Identify their characteristics and any issue related to their use, so as to develop recommendations for possible improvements.

The Committee will report on this mandate at the Spring 2011 Meeting of the Board of Directors.
